Largely because the Nat Leader is often the Deputy PM and at times Acting PM. The PM has to elected by the House of Reps, so you don't typically get a Senator replacing them.

And how large percent-wise does a petition have to be for a polly to take notice? Well, that depends entirely on what the politician is wanting to demonstrate. So if the Law Society of NSW and the AMA are challenged by significant numbers of their members on this- shouldn't we be researching the consequences/repercussions a bit more? I'm not familiar with the machinations of the AMA, my understanding is that it's pretty much the beast with a hundred heads...
