Most large scale charities and relief organisations are - different to those who actually directly help the poor and homeless. In Adelaide I see each of these active in this space: Salvos, Anglicare, St Vincent de Paul, Uniting Care, and of course local churches do to an extent. Let me know of any ...

In the UK, suspects of Pakistani appearance are called 'Asians' - not helpful in police hunts. Assuming these sorts of gangs are largely of the African sub-continent, ie follow a pattern, then one wonders how they should be referred to? Afro-Australians? (as per US Afro-Americans)
